As of 1. Jan. 2007, BP do not Charter, inspect or allow single hull tankers on their terminals. Their Vetting Department is a part of
BP Shipping which operate their own fleet and said to be a non-profit centre.
After BP’s incident in US, they have realized that they had been concentrated too much on personnel safety. Now, the main
focus is operational safety.
BP is an active user of TSMA.
On Crew-matrixes, BP is in line with OCIMF.
Inspection of cargo tanks every 12 months on double hull tankers was discussed. BP had obviously some bad experience with
Aframax new buildings. However, we do not think they will reject vessels if we do not comply.
From 1. Jan. 2008, BP age profile will be 21 years.

Shell. Capt. George and Capt. Downs.
Shell were for time being very focused on Ship Managers Fleet profile; i.e. age of tonnage.
Age limit for tankers is 25 years.
Shell has inspectors worldwide except West Africa and South America and are carrying out 1800 inspections a year.
They do not charter single hull tankers transiting Bosporus and laden through Suez Canal.
If a vessel is rated unsuitable, a re-inspection will be carried out after min 6 months and with a Shell inspector only. On this inspection
they do not accept repeated deficiencies and only minor other items.
On Crew-matrixes, Shell is in line with OCIMF.
Shell will continue to carry out SIRE inspection on single hull vessel, but do not have high priority. When you invite Shell to inspect single
hull vessel, stress that the reason is to get a fresh SIRE report and if the case trading pattern. If Shell still decline, please contact Frontline.

Total. Capt. Batty.
Total do 1200 inspections a year and turn down abt 5000 requests. Although they still say they inspect single hull vessels, this has very low priority.
Outside Europe, inspectors are available in Russia, Singapore, Korea, USA and India.
Total do not accept tankers with a dwt over 30 000 mt above 20 years of age.
Single hull vessel can still load at Total Terminals. For vessel older than 15 years last SIRE must be less that 6 months. For vessel less then 15 years
Total accept a up to 12 months old SIRE report. They will then give a single voyage approval.

On Crew-matrixes, Total is in line with OCIMF except that they accept officers time on leave as sailing time contrary to all other Oil Companies.
Conclusion.
Trust is very important in our relationship with our customers. If we agree to carry our any modifications onboard, ensure this is properly carried out.
Further, the written feedback after a SIRE inspection must be carried our in a polite and proper manner.
Our main problem with Vetting today, is on our single hull tankers. Statoil and BHP must be prioritized on these vessel when you
request inspection, if not already approved.
We plan to visit both Statoil and BHP in the near future and will revert with further recommendation.
All three Oil Majors we visited accepted any company approved by OCIMF to carry out SIRE inspections. We are now checking if any alternative
companies are available.

Lukoil is doing inspection on single hull vessels and submits the reports to SIRE. We are awaiting further information from Lukoil including
which Ports they are inspecting.
